Clayton insists purchase is making him ‘more productive’

Unfunded and unapproved.
Springtown Mayor Tom Clayton is in possession of a city-provided cell phone that is just that, and has been for five months.
Not only does the city not provide a cell phone for any other elected official, when in the past Clayton had sought council approval for one, he failed to gain it on two separate occasions.
The first attempt came shortly after his election in 2015. At the regular meeting of the council that May, Clayton asked the council to approve his being issued a cell phone that would be paid for out of city funds.
